Does Orb restrict on the number of folders / files that can be added to it?

There is no restriction on the number of folders / files; you should be able to view / access all media folders added via Orb tray.

Usually Orb updates the folders being monitored almost immediately but depending on the total size of the media added, it would take some extra time to reflect those newly added media on the Web UI.
